West Virginia rolls out a statewide AI framework for schools
The state introduced the model in educator sessions this week, pairing AI literacy goals with county training plans and workforce-linked digital science pathways.

West Virginia has started the statewide rollout of a new Artificial Intelligence and Digital Science Framework, moving the state beyond general AI caution-and-use guidance and into a more concrete implementation plan for county leaders, teachers, and students. What changed is not simply the addition of another AI memo. In its announcement, the state described the framework as a statewide operating structure spanning policy, educator development, and student learning, with three headline commitments: every student will have access to AI literacy and digital science learning before graduation; every county will build local AI training capacity through a train-the-trainer model; and approved pathways will connect to employer demand, postsecondary alignment, and portable or verified credentials. The bigger claim needs more care. State officials are calling the framework “the nation’s first,” but West Virginia is plainly not the first state education system to address AI. From AI guidance to an implementation model
West Virginia is also not starting from zero. The department has maintained a statewide AI page for schools since 2024 and updated its AI guidance to version 1.2 in March 2025. That guidance says it is meant to support superintendents, district staff, educators, and support staff in the “appropriate and effective” use of AI, especially generative AI, and that it is intended to be updated regularly as policy and technology change. Separately, West Virginia’s existing technology and computer science standards already require grade-appropriate computer science instruction across the K-12 experience, with computer science instruction required in grades K-5 for all students. Some of the most concrete rollout details so far have come from local reporting during the Charleston sessions. WOWK reported that hundreds of educators were attending the three-day launch and that state officials described a county-based train-the-trainer model, badge-style teacher training through online courses, elementary-level digital science awareness embedded into existing lessons, a nine-week middle school course option, and four high school pathways that could eventually connect to college credit depending on pathway and institution. That design choice makes sense in West Virginia’s context. The workforce side of the framework is where West Virginia is trying to differentiate itself. If digital science pathways are plugged into that existing CTE machinery, students could get something more durable than a one-off AI elective: a sequence tied to postsecondary options, labor-market language, and local industry partnerships. That uncertainty does not negate the launch. It does, however, define the next test. Many states have produced AI guidance. Fewer have tried to standardize training, learning progressions, and career pathways statewide. West Virginia’s bet is that counties need more than principles; they need a deployable model. The risk is that badge training and framework language move faster than classroom scheduling, staffing, approved curricula, and community buy-in.
